MacNeil, the inception of the Standing Liberty quarter arose when Director of the Mint Robert W. Wolley erroneously called for a redesign of the Barber coinage in 1915 having misunderstood earlier legislation. Originally when MacNeil submitted his designs, the mint asked for modifications to be made, and the new revisions MacNeil included depicted dolphins to represent the ocean, as well as a militaristic depiction of the Goddess of Liberty in defensive position to represent protection. After the revisions were submitted, mint officials changed the design even further without MacNeils approval. In 1916, the Standing Liberty quarters first year of issue, the obverse featured the Goddess of Liberty in a standing position with a shield. Collectors will note in the first year of issue the date is raised. Pieces struck until 1925 will have this raised date. Mint directors noticed the dates on pieces struck up until 1925 were being worn too easily and called for a redesign which recessed the date and punched it inwards. The obverse also featured Liberty bear breasted, however starting the following year in 1917, MacNeil changed the design, which depicts Liberty in a chainmail vest after controversy arose with the original design. The reverse featured a bald eagle in flight with thirteen stars on the sides. When MacNeil redesigned the obverse in 1917, he also changed the positioning of the stars on the reverse from seven on one side and six on the other, to five stars on each side of the eagle with three stars appearing below it. Parameters set for the Standing Liberty quarter were. 100 copper composition, a net weight of. Pure silver, total weight of 6.25 grams, and featured a 24.3 mm diameter with a reeded edge.
